Through 2026 the program's regulator has cancelled, suspended and refused accreditations, and businesses have forfeited certificates — repeatedly over install photographs.
Every one of those is an evidence failure, not a maths failure. If the proof of a compliant install is assembled days later from whatever photos someone happened to take, the business is carrying a liability it cannot see.

Heat pump hot water
Replacing an existing electric or gas storage system. Eligibility turns on what is being replaced, and the customer contribution is part of the offer, not a footnote.
Reverse-cycle air conditioning
Efficient space heating and cooling, with the activity depending on the existing system and the dwelling. The honest quote states the discount and what the household still pays.
Ceiling insulation
Open to Victorian homes from 1 October 2026, with a mandatory customer co-payment and strict rules on how the work may be sold — no cold calling, no doorknocking.

Pick the activity, not the product
The scheme defines activities, each with its own eligibility test. The cockpit asks the questions the activity requires and refuses to produce a quote that cannot qualify.
State the co-payment plainly
Where the scheme mandates a customer contribution, it belongs on the face of the document next to the discount — not discovered on install day.
Capture evidence while the installer is there
The declarations, serial numbers, decommissioning proof and photographs the activity requires, captured against the job on site, timestamped, and impossible to backfill without it being visible that they were.
Keep the selling rules in the system
Where an activity restricts how it may be marketed, the restriction lives in the workflow rather than in a policy document nobody reads.
Hand over an audit-ready file
One job, one record: who sold it, who installed it, what was replaced, what was claimed, and the dated proof of each — ready to produce on request.
